Support for UTF-8 encoding

If you are exporting data to a text file, or importing or exporting Issue or Contact data, a drop-down list labeled "Data Encoding" will be available if the system administrator has set the data encoding to be UTF-8 for multi-language support. FootPrints provides this option since Excel and some other applications cannot handle UTF-8 encoded data in .csv files, and UTF-8 encoding is needed when FootPrints is being used with multiple language support.
